The Impact of the Eligibility Threshold of a French Means‐Tested Health Insurance Programme on Doctor Visits: A Regression Discontinuity Analysis
نویسندگان
چکیده
This paper assesses the impact of eligibility for a free means-tested complementary health insurance plan, called Couverture Maladie Universelle Complémentaire (CMUC), on doctor visits. We use information on the selection rule to qualify for the plan to identify the effect of eligibility and adopt a regression discontinuity approach. Our sample consists of low-income individuals enrolled in the Health Insurance Fund and recipients of social benefits from the Family Allowance Fund of an urban area in Northern France. Our findings do not show significant impacts of the CMUC threshold on the number of doctor visits within the full sample. Among the subsample of adults under 30 years old, however, eligible individuals are more likely to see a specialist and have, on average, significantly more specialist visits than non-eligible individuals. This specific impact of the CMUC cut-off point among young adults may be explained by the fact that young adults are less likely to be covered by a complementary health insurance plan when they are not recipients of the CMUC plan. © 2017 The Authors. The impact of health insurance for children under age 6 in Vietnam: A regression discontinuity approach.
Accessing health services at an early age is important to future health and life outcomes. Yet, little is currently known on the role of health insurance in facilitating access to care for children. Exploiting a regression discontinuity design made possible through a policy to provide health insurance to pre-school aged children in Vietnam, this paper evaluates the impact of health insurance on...
متن کاملThe Effect of Health Insurance on Emergency Department Visits: Evidence from an Age-Based Eligibility Threshold
This paper studies how health insurance affects the rate at which individuals visit hospitals and emergency departments (EDs). We identify the causal effect of losing health insurance using a regression discontinuity design. We compare individuals just before and just after their 23rd birthdays, which private insurers have used as a cutoff after which students are no longer eligible for their p...
متن کاملRegression Discontinuity Marginal Threshold Treatment Effects
In regression discontinuity models, where the probability of treatment jumps discretely when a running variable crosses a threshold, an average treatment effect can be nonparametrically identi ed. We show that the derivative of this treatment effect with respect to the threshold is also nonparametrically identi ed and easily estimated, in both sharp and fuzzy designs. This marginal threshold tr...
متن کاملFollow-Up Visits in Doctor-Patient Communication: The Vietnamese Case
In a “follow-up visit”, a patient seeks medical attention for an existing health problem. Using data from the Vietnamese public hospital system, we present a more nuanced analysis of follow-ups in health communication than the one currently available. To be specific, we discriminate between “same follow-ups”, in which the doctor is the same one as in the last visit, and “different follow-ups”, ...
